Sorry. It's no misconception. I am not missing the point. The point is:
the drivers contain the firmware. The driver is GPLv2, hence every code
included is too. See my previous message about downloading the code from
ralink site itself, which makes the "staging is irrelevant" argument
moot. And I couldn't find any reference to "reverse engineering" in the
code when I looked for "reverse". Only license I could find was the
GPLv2, being referenced all over it. So, let's just say the firmware
blob is dual-licensed. :-)
