Hard blocked means blocked by hardware, i.e. outside software
control.

IIRC pin 13 on miniPCI connectors is used for RF block. Do some
searching and I think you may find others with the same issue.

One solution is to isolate the pad on the board. Another may be to
solder something on the mainboard side to control the signal.


In theory it can certainly be controlled by software, but in practise
it is very difficult to find out how. If it is possible at all then
it is controlled by one bit out of 64 kilobyte in the embedded
controller in the system. (Usually an 8051.)
