This is easily reproducable:

On AP:
  # ip neigh flush dev wlan0
  # ping 192.168.23.111
  PING 192.168.23.111 (192.168.23.111): 56 data bytes
  ^C
  --- 192.168.23.111 ping statistics ---
  11 packets transmitted, 0 packets received, 100% packet loss

However, when power save is off, ARP works without problems.
