Problem solved.  I'm posting to the list so that any other users with
the same problem can find the answer.

You were correct in your surmise that the age of the kernel was the
main problem. I tried a couple of versions of the compat-wireless code
and gave up after failing consistently. The cure came by upgrading
the NSLU2 (slug) to Debian testing (wheezy). That uses kernel 3.0

(uname -a  
Linux mug 3.0.0-1-ixp4xx #1 Sun Aug 28 09:09:57 UTC 2011 armv5tel
GNU/Linux)

and modinfo rt2800usb shows:

filename:       /lib/modules/3.0.0-1-ixp4xx/kernel/drivers/net/wireless/rt2x00/rt2800usb.ko
license:        GPL
firmware:       rt2870.bin
description:    Ralink RT2800 USB Wireless LAN driver.
